Every two years, I participate in international congresses, and this time I am taking part in the Latin American Symposium on Access to Government Information, held on April 8, 9, and 10. This time, I present a contribution on a topic I had not previously addressed: “Proposal for the Development of a Web Metadata System for Public Administration.” Building on the premise of enhancing transparency and accessibility of information, including its dissemination and retrieval, a comparative study is conducted of the main metadata schemes used to describe public administration documentation—specifically, the Australian Government Locator Service (AGLS) metadata, the widely adopted “Dublin Core” schema for describing web resources, and the e-EMGDE schema that the Spanish administration is attempting to implement. By analyzing their characteristics and classifying their labeling, it is concluded that there are inaccuracies and deficiencies that must be addressed to improve the description and identification of documentary entities, authorities, relationships, and activities carried out within public administration. To resolve this issue, a metadata model is proposed that incorporates a syntactic method for combining prefixes, simplifying and facilitating the description of all aforementioned elements by doubling the number of metadata fields compared to any of the analyzed standards. Furthermore, it is proposed that the development of a metadata initiative for public administration documentation include official metadata editors and a web crawler search engine to enable the complete lifecycle of documentation and information, always oriented toward the citizen.
